Issue Description:
Cyan, magenta, and yellow color bands appear on the print out. A developer roll power contact produces this issue wherein two cables have been shorted together. Please see sample print quality pages below:

Solution:
Replace the Developer roll power contact.
Note:
No further troubleshooting for this issue.
